If both people have an iphone and the person in paris has wifi but i dont in the US and imessage is turned on will it still charge me

No even if only one person has wifi of data that they are using it's free but if one of them dosnt have wifi or cellular while texting them it uses cell service and tang you will get charged for and here's a hint if you send a txt and it's blue bubble it's free you send a text and it's green bubble you get charged.
