Is it possible to apply for a visa in another country instead of own country?

I am Pakistani but, I am studying in Belarus, and I have visa for 6 months. But I am applying for national visa of Germany for 3 months. So can I apply for this Visa in German embassy in Belarus? because I got the invention letter from German institute,
