Can a game designer create a game by him or her self. Can they make a little bit of the graphic and make the controlls to the game and stuff like that. So pretty much what i am trying to ask is can a game designer make an entire game by him or her self.

Still, there are also other jobs to do while creating a game - you also need:
Artists, Programmers, Level Designers, Sound Engineers, and Testers. According to the genre, scale or type ot the game there are a few more or less jobs to do.
So possibly, if the designer is skilled enough in the competences of all this people he or she could create a game, though it would be just a small game, due to the huge amount of time that is required to create a game. Still, Indipendant Studios often consist of only a few people and they can create quite impressive results, so it should also be possible for one single person - especially a designer - to create a game of his or her own. Of course this person must be very devoted to the task. But actually, creating a game is an act of collaboration between different creative people with the same goal in mind.
any game can be done with one person if the person has the knowledge but the more complex the game is the more time it will take. for example: making super mario bros can be done in a week, but making something bigger like half-life can take years. don't even imagine new stuff like gta v :D it may take centuries alone
