Friend A and Friend B are kind of close friends.One day Friend A says to Friend B to fill up the water bottle while throwing it.Friend B says no and Friend A picks it up and shoves it in Friend B face.Friend B is furious and Friend A laughs as if it was a joke.Friend A is stubborn and is less likely to apologize than Friend B.

I would argue that Friend A is at fault. Friend A initiated the argument and treated Friend B disrespectfully. However, it sounds like the incident was rather blown out of proportion, and in that regard, both friends are at fault. Arguing over a water bottle is a bit ridiculous; maybe there are some deeper problems in the relationship.
