So my cat will use his claws when playing with me or kneading my hair, but with my older sibling he seems to be much gentler and doesn't use his claws when playing with him or kneading him.

Cats respond to people in different ways, the same way people respond to a person differently. Clawing at you is not necessarily a bad thing. Some cats like to claw and then bite and then lick the spot they just bit. Cats use claws to fight, but they also work to hold things in the same manner you would use your fingers and thumbs to hold things.
