That depends on what color she wants it to be. I've seen a few pastel styles that do look cool, but they don't good on everyone. think about contrast, what season is your daughter, summer, fall spring, autumn? Then you can think about the color options. Just don't do pink or other punk looks, because those ones don't look good on anyone in general.
Just talk to her, know all plusses and minuses of hair dying and then you probably could let her. It's her own choice. Maybe she thinks that she will change her hair colour and her life. Ask if she's really really sure and why she wants to do it. And then yes, probably you can let her. ;)
PS, keep it conservative, just because she's only thirteen.
