Is your sister able to tell you who she would rather stay with? Because if she can, and she would prefer to stay with your adopted mother, it would be only civil and polite to stop meddling with her happiness. However, if you think your adopted mother is mistreating your sister and this is the reason you would prefer that she live with you, it would be best to gather some evidence and let the people in charge of these certain affairs deal with it as they know best.
