So we moved into our house 3 months ago and before we moved in there was an obvious roach problem we asked the landlord to fix the problem so he bombed the house once. In the 3 months we have been here we have bombed the house 1 time and it helped for about a week and here they come again. We plan on bombing the house again this weekend. I need to know if our landlord is responsible for the pest problem or we are since there was a pest problem before we moved in. We do not have a lease agreement we rent month to month here in the state of GA. Trying to figure out what road I should go what I should do and what to do if the landlord won't fix the problem if it is his responsibly.

You should not have taken the house without having the landlord state that they guarantee the bugs are gone. Roaches are nearly impossible to kill completely. Technically, it is their responsibility, but without signed paperwork, there's nothing to prove anything. Write the landlord a letter telling him he did not remove the bugs as he agreed to do, the bugs are still there, he must hire professionals to remove the bugs within a set number of days (usually 30), OR, you will withhold RENT until the bugs are successfully removed. Make copies, then send the letter registered mail. Have any witnesses sign this letter too. This will give you legal right to not pay rent until he hires professionals to kill the bugs.
