Is it possible to get civil engineering jobs in japan if I have some tattoos in my left arm even though they can be covered up?pretty small ones.
Please help me with that guys if u had experienced somethings like this before or got some friends who know such kind of things.

Is it possible? Yes. Will it be an issue? Very likely.
As you're probably aware, tattoos yonder are associated with antisocial / rebellious folk or yakuza in the extreme case, for historical reasons, and are forbidden in some places. Japanese culture, professional or otherwise, is extremely concerned with mien. Just being a foreigner (I presume) is quite a demerit, whether admitted or not. Ignorance of customs seals your fate.
