I have searched and searched for evidence of someone reading a book or a map or something, in the dark with night vision but can't find anything. Is it possible?

Night vision goggles are not goggles, they are either binoculars or rifle sights. One type uses a huge lens to gather available light, the other type uses a tv camera to pick up infrared and show it to you on a screen. Each unit is specially designed for a certain task, but not usually for reading anything. You would have to pick out a specific unit and get the specs to find more information.
